A cold faucet that runs warm for a few seconds can pick up heat from nearby piping. Water that stays hot is another matter. It may point to unwanted mixing between the hot and cold plumbing, sometimes called a crossover, or to a hot-water recirculation setup that needs adjustment or repair.
Stop if the "cold" water can scald
Keep children and anyone with reduced mobility away from the affected fixture. Do not open wall controls, heater panels, pumps, check valves, or mixing valves. If the water is suddenly very hot, a temperature control is unreliable, or anyone has been burned, shut off the fixture and request prompt professional help.
First, find out how long the warmth lasts
Leave the plumbing unused for about 30 minutes. Then open one cold faucet at a normal flow and watch the temperature for up to two minutes. You do not need to put your hand under very hot water. A kitchen thermometer in a cup is safer if you want a written reading.
- Warm at first, then steadily cold: the standing water may have absorbed heat from a nearby hot pipe, warm cabinet, mechanical room, or Utah summer attic space.

Map the problem fixture by fixture
Try the cold side at the kitchen sink, one bathroom sink, and a tub or shower if it can be tested without touching the water. Note what happens at 15, 30, 60, and 120 seconds. Use the same moderate flow each time.
Check whether the home has hot-water recirculation
A recirculation system keeps hot water moving so distant fixtures do not take as long to warm up. Some systems have a dedicated return pipe. Others use a crossover valve, often beneath a far sink, to return water through the cold line. A timer, pump control, sensor, or check valve problem can leave the cold side warmer than expected.
Look for a labeled pump near the water heater, a recirculation control on a tankless unit, or a small valve assembly beneath a distant sink. Photograph labels without changing anything. If the system has a normal homeowner control and the manual explains how to pause it, compare the cold-tap behavior with the system running and paused. Do not unplug hardwired equipment or turn unfamiliar valves.
Do not turn down the heater as a guess
Lowering the water-heater setting may make the symptom less noticeable without fixing unwanted crossflow. It can also create a new temperature problem. Measure what the fixtures are doing and have the crossover or recirculation controls checked first.
